Error running Totalizer Job: An Unrecoverable Execution Error Has Occurred (Doc ID 2490926.1)

Symptoms

On Oracle Utilities Load Analysis version 1.11.1.1 running totalizer job referencing a Holiday configuration file (*.hol), report returning: An Unrecoverable Execution Error Has Occurred

The job will run successfully using historical data for example a rerun of the October 2018 and November 2018 data will complete successfully. However, the December 2018 data returns 99' with the above noted error.
This product and the reports are utilized in order to provide the required customer billing information.

The issue can be reproduced at will with the following steps:

Example, running x430:
1. Run x430 job with control file referencing holiday (*.hol) file.
2. Observe error in report
