Why Does RMS Consider the OTB EOW Date Though OTB_SYSTEM_IND=‘N’ (Doc ID 2490988.1)

Goal

In a context where the Open To Buy(OTB) functionality is not used within Retail Merchandising System(RMS) (PROCUREMENT_UNIT_OPTIONS. OTB_SYSTEM_IND='N') RMS prevents user from 
changing order dates for an approved Purchase Order(PO) based on the OTB End Of Week Date. 

Scenario:

  1. Set SYSTEM_OPTIONS. OTB_SYSTEM_IND to N 
  2. Change Ordered Dates for Approved PO. Click Save and Close 
  3. Notice, the below error is encountered :
