F1-SYNCRQ Job Not Processing Any Transactions After Upgrade With Error At 'javax/ws/rs/core/MultivaluedMap' (Doc ID 2491158.1)

Symptoms

The F1-SYNCRQ batch job is no longer processing any records even though it is running.
The following error can be seen in the logs.
