Credit Ceiling Differences Between BRM And ECE Cache (Doc ID 2492441.1)

When testing the real-time charges on the account (where the account was created on a fm_publish deactivated system and uploaded to Elastic Charging Engine (ECE) with Customer Updater), the calls continue even if the balance is depleted for the account.  Also, it is noticed the currency balance (e.g. CRC) has credit ceiling set to infinite in ECE cache but set to 0 in Billing and Revenue Management (BRM). For some reason, it always assign /config/credit_profile 0 to CRC balance. However, the problem does not occur when accounts are created on fm_publish activated system.
