Save and Refresh Issues with Operations Event Note on Event Details

Goal
The Operations Event Note table on Event Details does not refresh itself upon Saves and Refresh button pushes, which can lead to confusion.
If the user types a note into the field and selects File->Save, the text is saved into the table even though there is no screen refresh. The user may then hit Save multiple times which causes the same note to be saved multiple times.
If the user then select Action->Refresh, the table is still not updated, causing the user to think that the save never worked.
The only way you can see the saved note in the table is by exiting from Event Details and then opening it up again.
