Cannot Run New ASCP Plan - APS Partition Issue (Doc ID 2492951.1)

Symptoms

We created a new APS partition and plan but it will not run.
- First (and only) launched Snapshot Delete Worker fails with this log excerpt

Failed attempt to lock : LOCK TABLE MSC_ITEM_SOURCING PARTITION (ITEM_SOURCING_<partition_id>) IN EXCLUSIVE MODE NOWAIT
ORA-02149: Specified partition does not exist


Ran 'Cleanup Instance and Plan Partitions' (MSCCIPP) in Mode='List Only', Type='Plan'. Successful completion with log excerpt (full log in file containing <string>):

: Checking table: MSC_ITEM_SOURCING
: Found 1 missing partitions
: Min plan_id of missing partitions: <partition_id>
: The plan_id list of missing partitions:
: <partition_id>
: CREATE TABLE MSC_ITEM_SOURCING_BAK AS SELECT * FROM MSC_ITEM_SOURCING where plan_id > <partition_id>
: alter table MSC_ITEM_SOURCING add partition ITEM_SOURCING_<partition_id> VALUES LESS THAN (5028)
: Add 1 partitions
: INSERT INTO MSC.MSC_ITEM_SOURCING SELECT * from MSC.MSC_ITEM_SOURCING_BAK where plan_id in (select plan_id from msc_plans where plan_id > <partition_id>)
: DROP TABLE MSC_ITEM_SOURCING_BAK



Ran MSCCIPP again, this time in Mode='Repair', Type='Plan'. Completed in ERROR with log excerpt (full log in file containing <string>):

Cause: FDPSTP failed due to ORA-14017: partition bound list contains too many elements
