Changing Impact Category and Cancelling Product Resulting in Incorrect Balance Impact

Goal
The user has a product with multiple impact categories, the default impact category is $42.45 and one of the other impact categories (MDU) is $10.00.
Scenario:
Perform the following 3 transactions in sequence (no change dates or run billing in between):
(1) Purchase product on account (account category is none) - cycle forward fees balance impact is $42.45
(2) Switch account category to MDU
(3) Close service - cycle forward fees balance impact is -$10.00
Expected result:
The close service cycle forward event should use the impact category that was on the original cycle forward event when the purchase happened to determine what price to refund (-$42.45).
Actual result:
The current account/impact category was used instead.
Is there a way to get the cancel cycle forward fee to use the impact category from the previous cycle forward fee event?
