Getting Class Not Found For Java Package On Ecommerce Application Startup After Upgrading To 11.3 (Doc ID 2493513.1)

Symptoms

Attempting to start up an atg application built with the 11.3 atg modules . Application compiles and builds using runAssembler successfully but on startup of application getting Class not found errors relating to java classes:

com.endeca.ruleengine.RuleBuilder
com.endeca.ruleengine.RuleSet

The errors that can be seen in the logs are:
