When Subscription has multiple service point and each of the service point has multiple MC, rate checks error out when constructing the SP service quantity list.
Issue encountered is "duplicate id"
Steps To Recreate
The following are the steps to replicate:
1. Create two service points
2. Each of the service points must contain two MC with different UOM/TOU/SQL configuration
3. Create Usage Subscription to include both SP using usage rules that would calculate consumption of all MC linked
4. Create Usage Transaction and transition to sent state
Verify that duplicate id exception is encountered
