Symptoms

Issue Description
------------------
When a person that has a person contact linked to an active contact preference is referenced by multiple accounts,
activating a service on the second (and proceeding) accounts result in an error stating that the person contact cannot be deleted as it is linked to an active contact preference.

Steps to Recreate
------------------
1. Create a person with person contacts.
Person – Main: Person has person contacts
Reference the person as a primary person in more than one account.
Account – Main: Person is referenced in Account A
Account – Main: Person is referenced in Account B
2. Link the created person contact to an active contact preference.
Account – Account Portal - Subscription Communication Preferences: Person contact is linked to an active preference for Account B
3. Attempt to start a service agreement (SA) on both accounts. Leave both SAs at the Pending state.
Service Agreement – Main: Pending SA for Account A
Service Agreement – Main: Pending SA for Account B
4. Activate the first SA.
Note how no error is encountered and the SA is successfully activated.
Service Agreement – Main: SA successfully activated and transitioned to Stopped for Account A
5. Activate the second SA.
Note how no error is encountered and the SA is successfully activated.
Note how an error is encountered stating that the person contact cannot be deleted as it is linked to an active contact preference.
