Profile Information Is Published To EAI Even If "enable_publish" Parameter Is Set To Zero (Doc ID 2495318.1)

Scenario:

disabled the publish flag (fm_publish enable_publish 0) in the pin.conf of the cm
commented out the "CreateProfile" inside payloadconfig_ifw_sync.xml file
run a batch process that creates 1 million+ profiles using PCM_OP_CUST_CREATE_PROFILE
after about creation of 110000 profiles, every time eai_js process stops with the below error:
