ACTUAL BEHAVIOR

Unable to see Usage Subscription with D2-USBOAS Inquire Access Mode

Unable to view Usage Subscriptions despite having Inquire Access for Application Service D2-USBOAS. The Application requires Inquire access for Application Service D1-USTYPE

EXPECTED BEHAVIOR
-----------------------
It is expected that a user with inquire access to Usage Subscription could see a Usage Subscription even if they don't have access to view Usage Subscription Types.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change user group such that it has no access to D1_USTYPE and only inquire access to D2-USBOAS.
2. Attempt to view a Usage Subscription and see that it is not possible.
3. Further, grant Inquire access to D1-USTYPE and see that now it is possible to view a Usage Subscription.
