Symptoms
Defaulting MOST_RECENT_MSMRT_DTTM column value to 'null' during 2.2 SP3 upgrade
Upgrade from 2.1 SP3 to 2.2 SP3, defaults the column value of MOST_RECENT_MSMRT_DTTM to null and this causes error during measurement reprocessing
