P6 Professional Login Screen Does Not Appear After Launching the Application (Doc ID 2495890.1)

Symptoms

ACTUAL BEHAVIOR
After installing P6 Professional, the application does not load the login screen.

EXPECTED BEHAVIOR
When running PM.exe, the application should load normally with the login screen.

STEPS

The issue can be reproduced at will with the following steps:
1.  Install P6 Professional client application.
2.  Successfully configure the database using the dbconfig.
3.  Launch P6 Professional via shortcut.
4.  Observe no login window appears.
