Demantra Installer Failes with --> Failed to establish an administrator connection to the database (Doc ID 2495981.1)

Symptoms

On : 7.3.1.5 version, DM-Gen

Running into problem while upgrading to Oracle Demantra 7.3.1.5

While running the Demantra Installer for applying the Demantra patch 7.3.1.5, upon giving the Database connect details with user as SYS / password and TNSName
In the next screen gives the Demantra schema name with password
In the screen of configure JDBC connection gives the host machine, port and SID
Get the error message

ERROR
-----------------------
Connection Refused
Failed to establish an administrator connection to the database. It may indicate incorrect JDBC settings, or incorrect username/password.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Run the installer
2. Give Database connect details with user as SYS / password and TNSName
3. In the next screen gives the Demantra schema name with password
4. In the screen of configure JDBC connection gives the host machine, port and SID
5. Next
