Unable to manually create Requirement against Segment role

When Adding a requirement in the system, the Client Search field only fetches
the Roles from the Policy Role Screen. We need to have the ability to search
from the roles on the segment roles as well.
Business scenario:
1-Segment Role only on segment and not on policy (multiple beneficiaries)
2-When Adding requirement, the client record not showing the the Client Look
Up field it reads only from policy roles
