Symptoms
Users have upgraded DEV instance from source EBS 12.1.2 on 12.1.3.9.1 with ASCP 12.1.3 on 12.1.3.9.1 to EBS 12.1.3 on 12.1.3.9.2 and ASCP 12.1.3 on 12.1.3.9.2 - using 64 bit Linux MBP version MSONWL64.ppc 120.3.12010000.484.
As part of a troubleshooting effort to reduce the overall run time of the planning cycle, the intent of this SR is to reduce the run time.
This plan is constrained on resources ONLY and is 120 days/0 weeks/0 periods.
There are only 3 orgs out of 16 in this plan. They really need to get all orgs in this plan at some point and skip running the unconstrained plan.
However performance of this plan has never been able to get a good timing.
