BCC Login Is Not Working For New Users After The Upgrade to 11.3 (Doc ID 2497168.1)

Symptoms

On : 11.3 version, Other Issues

When attempting to login to BCC as a new user,
the following error occurs.

ERROR
-----------------------
The user is not authenticated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login to BCC and create a new user after the upgrade.
2.Try to login using forgot password method
3. The password authentication fails and the user is not able to login.
