Problem With CCR-Termination Handling For Diameter Transient Error (Doc ID 2497356.1)

Problem Description
During the usage processing through the diameter gateway, one is sending CCR terminate at the end with no MSCC block when there is no usage made. During this terminate request there is an rc=5005 received instead of rc=2001. The below is the error thrown by the diameter gateway:


The issue can be reproduced at will with the following steps:
1. Create Customer with exhausted main balance
2. Send CCR initial without MSCC - only for authentication and authorization
3. Received CCA with rc=2001
4. Send CCR Update with a requested quota on main balance
5  Received CCA with rc=4012 ( correct behavior)
6  Send CCR Termination without MSCC because during the session there was no usage
7  Received CCA with rc=5005 DIAMETER_MISSING_AVP (5005)
