Unable To Open CM_MAPCONF Feature Due To Non-Text Characters in Mapviewer Configuration Values (Doc ID 2499403.1)

Symptoms

After a MWM upgrade from 2.2 to 2.3.0.2, we are unable to open CM_MAPCONF feature in the OUAF console.

We are able to see this feature, but when click to open, it redirects back to home page of OUAF console.

All other features are working fine.
