'COPY AS' Switch Sheet Copied the Deleted Safety Doc Number to the New Sheet (Doc ID 2499694.1)

Symptoms

On : 2.3.0.2.0 version, Web Switching

If a Cancelled Switch Sheet has a step that refers to a deleted safety document, copying the sheet (via the 'Copy As' functionality), results in a new safety document with a step that refers to the deleted safety document.

The copied sheet should not keep the reference to the safety doc

The issue can be reproduced at will with the following steps:
1. Create a planned switch sheet and turn step recording on (switch sheet A)
2. Add a step to open a transformer (step 1)
3. Associate a HOLD safety document to step 1
4. Approve the switch sheet
5. Reject the switch sheet
6. Delete the safety doc from the switch sheet
7. Go to File -> Copy As"

In the new sheet's step tab, the new step has a reference to the deleted safety doc.
