Symptoms
After reducing the Promotion Retention time from 13 months to 6 months, there are still old Promos in the system. The Promos have ended for more than one year but the RPM does not clean them.
Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Run the PromotionPurgeBatch job.
2. Notice that it does not clean all the promos after finishing the retention period.
