Bundle Details in a Bundle Export are converted into a single line

Bundle Details in a Bundle Export used to have the XML structure. When copied and imported to target environments, it has the XML structure with separate lines.
After the October rollup patches are applied, Bundle data is converted to single line. Even though bundle is imported in target environment successfully, this leads to commenting of the entire code if the first line of the code is a comment.
 

EXPECTED BEHAVIOR

It is expected that the XML could still be used such that comments at the beginning don't affect the entire file

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up custom object with comment at beginning
2. Add new object to bundle/Export Bundle
3. Import bundle and notice entire object is commented
