Symptoms

MSCANAPP module: Analyze Plan Partition
Instance A is taking more than 20 minutes to complete per plan.
Instance B completes in within 5 minutes for similar plans

The difference is the version of the msc_manage_plan_partitions package is
Instance A /* $Header: MSCPRPRB.pls 115.47.1158.11 2003/03/21 01:02:01 jhegde ship $ */
Instance B /* $Header: MSCPRPRB.pls 115.47.1158.10 2003/01/29 01:13:59 eychen ship $ *

Customer is also running several plans consecutively
