Issue With UTF-8 Unicode Encoding Setup Via Component Inspector (Doc ID 2501685.1)

Symptoms

On : 12.4 version, Transall

ACTUAL BEHAVIOR
---------------
Issue with file Encoding. Setup directly using Character Set in Component Inspector for Destination format. Issue occurs only for destination template used from older Version of Transall project (Using Share option without Link) where there was no option to set File Encoding.

There is no Error generated . Files get created but the encoding of file is still ANSI but we selected it to be UTF-8.

When using Command File Encoding to force the encoding did not create output file properly with all data.
