Unable to the change work queue on completed events.

You are trying to implement Rework related changes and have run into an issue with changing the work queue value for completed events.
You have added the Rework state to the switch plans, but are having problems trying to set the work queue values for completed events.
You are using the work queue values to put events into queues that are used to filter events during their outage review process.

You are not able to update the work queue values from the work agenda, or using the referJobs() from a custom command, that you use to update events when transitioning switch plans between states.
