BCC Error While Saving An Internal User/Accessing 'Content Admin' Tab - Migration Issue 10.2 To 11.3 (Doc ID 2503444.1)

Symptoms

On : 11.3 version, Content Administration (BCC, Deployment, Versioning, Projects, Workflows)

ACTUAL BEHAVIOR
---------------
After the upgrade to 11.3, the user is observing error
1. While trying to change the password of an existing internal user.
2. While accessing content admin tab and updating any property there.



EXPECTED BEHAVIOR
-----------------------
Once the Internal user portal is updated all the changes should be saved successfully, and it should not pop up any errors.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to BCC
2. Navigate to http://<bcc_url>/AssetManager/assetManager.jsp?project=-1&activity=personalization.internalUsers
3. Update any attribute value and click on save.

Changes

 Upgrade the Oracle commerce platform application to version 11.3.
