Unable to Start ECE when There Is an Account with a Missing Billinfo

Symptoms
When restarting Elastic Charging Engine (ECE) and when ECE was loading the initial customers, there was the following out of the box (OOB) error:

There were 10 accounts without billinfo due to some data errors in the database (DB) (these errors were generated after the last ECE was restarted) .
The following parameter was configured for customerUpdater : -DcontinueCustomerLoaderOnError=true
However, this parameter seems to be ignored in this particular case, and ECE never reached the usage processing state, it got stuck in loading Cross Reference state.
