Symptoms

<Patch 27546766> fails to resolve the ORA-08002 error when attempting to create simple promotions via the Injector batch, the following error still occurs:

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate RPM_STAGE_SIMPLE_PROMO for promotions.
2. Run the InjectorPriceEventBatch job.
3. Notice the error.
