User ID (AGILEUSER.ID) Is Added to the Signoff of Autovue Markup and Cannot Be Removed (Doc ID 2505943.1)

Actual Behavior

User ID (AGILEUSER.ID) is added to the signoff of AutoVue markup by default, and unable to remove

Expected Behavior

User ID (AGILEUSER.ID) to be able to be removed from the signoff of AutoVue markup


The issue can be reproduced at will with the following steps:
1. Log into Web Client, and add an file to an item
2. Create ECO against the item
3. From the Affected items tab, select the item and Redline Attachment
4. Click New Markup
5. Add signoff. See User ID (For example, '704' for admin user) is also added to the sign off
