ACTUAL BEHAVIOR

Business Error: Base Code inserting Amount based records in Activity Allocation

AddOn: It appears that the Base code is inserting a record in the AsAllocation table whenever there is a business error on AddOn. Since the PercentInAllocation then exceeds the Max Percent, the AddOn throws a business edit on the second run.

FundTransfer: It appears that the Base code is inserting a record in the AsAllocation table whenever there is a business error on FundTransfer. Since the Allocation records created were in Amounts, the Fund Transfer didn't process the second time since an Amount Based Fund Transfer is not eligible for updating FAC

PartialSurrender: It appears that the Base code is inserting a record in the AsAllocation table whenever there is a business error on PartialSurrender. This is causing the business edits on this transaction.
