Unable To stop ICCServer Using iccservershutdown.sh (Doc ID 2508897.1)

Symptoms

On : 8.0.4 version, 

ACTUAL BEHAVIOR

When iccservershutdown.sh is executed  icc process is not stopped and below Error is thrown  :

Unable to reach ICC Server. IO Failed.

EXPECTED BEHAVIOR

When the iccservershutdown.sh is executed, It should not throw any error and stop the icc process instance.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply patch 28647973,
2. Execute ./iccservershutdown.sh

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot stop iccserver service
