CM CPU Usage Stuck At 100% (Doc ID 2509414.1)

Symptoms

Scenario:

     1) Set  <MoveDayForward>lastDay</MoveDayForward> in bus_params_billing.xml.

     2) Load bus_params_billing.xml and restart cm

     3) set actg_cycle to 30


     4) Create an account on Jan 28th

     5) Move pvt to Jan 30th

     6) Change DOM(Day of Month) to 30th.

Actual behavior:  When above activity is performed, CPU usage for the BRM production server spiked to 100%.

Expected behavior : System should be running as usual without much spike in CPU usage.

What is the reason for this issue ?
