On :CCB 2.4.0.1.0 version, ENV - Environment

Getting Error while creating SA during New Connection sometimes

Some new connection cases are failing to create SA with following errors.

An error occurred while creating an SA. The error happened during transition from CR-SA




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. The case gets created in CC&B application via XAI service and the status transition happens through CASETRAN batch.
