The Payment Amount Field is Updated with the Wrong Amount Within the Activity Screen (Doc ID 2509837.1)

There is a formatting problem with the money fields for users using Canadian French locale.
Canadian French regional settings use the comma as the decimal separator.
For money fields, it causes a problem because the system automatically adds two 0 for the cents.
For example, if we enter 25,00 in a monetary fields and then go back to the field to replace the 00 cents with a different value to make the amount 25,10. 
OIPA automatically adds 00 at the end which results with the following value : 2510,00. 

This problem does not occur for a locale using a dot as the decimal separator.

The amount should stay the same.

The issue can be reproduced at will with the following steps:
1. Change your locale to use Canadian French.
2. Add an activity in a client/policy which contains a currency field.
3. Enter any amount into the field and leave the field.
4. The amount is changed adding two 00 as decimals.

The issue has the following business impact:
Blocks migration Project to V11.2.
