GetScalarDetails Usage Rule Returns 0 Usage When It Should Error With Measurement Not Found Message (Doc ID 2509846.1)

Symptoms

On : 2.1.0.3 version, Environment

When a meter’s install read is before the install time on the install event, GetScalarDetails usage
rule is returning 0 usage, when it should error with ‘Measurement not found for Measuring
Component and Date/Time message.

ERROR
-----------------------
The ‘GetScalarDetails’ usage rule is returning 0 usage for the kWh Delivered Scalar channel when it should error with ‘Measurement not found for Measuring Component …. and Date/Time ….’ message.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Steps to recreate:

1. Create a Device, Device Configuration, Scalar Measuring Component and Service Point.
2. Install then device at the service point using an install event on date time - 01/01/2018 12:00 AM
3. Create reads on the scalar measuring component for dates till 06/14/2018 10:45 AM.
4. Create Usage Subscription and usage transaction with below start date time:
Scalar Start Date Time – 06/01/2018 12:00 AM
Scalar End Date Time – 06/14/2018 10:45 AM
5. Remove the meter from the install event and enter removal date time as 06/25/2018 9:32 AM.
6. Create a Removal read on the meter for date time – 06/25/2018 9:30 AM.
7. Install a new device at the above created service point with installation date time as 06/25/2018 9:45 AM.
8. Create an installation read on the newly installed device on 06/25/2018 9:45 AM.
9. Create another read for date time – 07/06/2018 10:30 AM.
10. Create a Usage Transaction with below start date time:
Scalar Start Date Time – 06/14/2018 12:00 AM
Scalar End Date Time – 07/06/2018 12:00 AM
11. Usage Transaction will be created successfully with zero quantity.
