To Do List Message Link Does Not Work For M1-CSTOL To Dos

On : 2.3.0.2.0 version, System Wide
ACTUAL BEHAVIOR --------------- To Do List Message link does not work for M1-CSTOL To Dos
To Do Type: M1-CSTOL Crew Shift Active for Too Long Message: Crew Shift <SHIFT ID> still active for 6 hour(s) beyond planned end date/time
In the To Do List and Supervisor To Do Assignment pages, "Crew Shift Active for Too Long" To Dos have a broken link created. The Create Date/Time column's links work fine and take you to the To Do Entry. The links generated in the Message column do NOT properly drill to the Crew Shift in context.
Clicking the link does not take the user anywhere, but it does still assign to the To Do to the user.
If you click the Create Date/Time link to navigate to the To Do Entry, clicking the Message hyperlink here works successfully.
There are no errors presented in the browser's debug window or in the debug logs that I can see.
