Receiving 'Java.Text.ParseException: Unparseable Date' Error While Updating User in the Rules Palette Application (Doc ID 2510638.1)

During an attempt to update a new user, the following message is reported:

java.text.ParseException: Unparseable date: "Sat Sep 01 00:00:00 EDT 2018"
at java.text.DateFormat.parse(
at com.adminserver.utl.FormatHelperUtl.parseDate(
Caused: com.adminserver.utl.exception.AsExceptionUtl: Failed to parse date from string: Sat Sep 01 00:00:00 EDT 2018.
at com.adminserver.utl.FormatHelperUtl.parseDate(
at com.adminserver.asgraphicrulesidemodule.editors.userEditor.UserEditorUi.validateEditor(
at com.adminserver.asgraphicrulesidemodule.editors.AbstractEditorPane.validationEditor(
at com.adminserver.asgraphicrulesidemodule.editors.xmleditorsupport.XmlEditorSupport.validateEditorPanels(

The issue can be reproduced at will with the following steps:
1. Navigate to the Rules Palette.
2. Create a new user.
3. Then attempt to update it.
