Object Migration fails with " HTTP error code : 401" Error (Doc ID 2510962.1)

Symptoms

Could see below error when  UI based offline migration or command line migration is triggered:

[Query Parmeters as provided -> VALIDATE_CERTIFICATE
Time taken for query execution -> 4 milliseconds.
serviceAccount fetched from Configuration : SYSADMN
Transaction Status {"MESSAGE":"Exception has occured","STATUS":"Transaction failed"}
Exception occured java.lang.RuntimeException: Failed : HTTP error code : 401
