Display Bill Button On Bill Is Not Working when using incorrect slashes into path parameters (Doc ID 2511043.1)

Symptoms

On : 2.6.0.1.0 version, BI - Billing, Microsoft Windows x64 (64-bit) 2012R2

ISSUE DESCRIPTION:

Display Bill button on Bill is not working

When clicked on Display Bill Button on Bill, PDF gets generated in the folder but does not show PDF in browser.

ERROR

"The server has encountered an problem. Please contact your system administrator"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apache FOP installed and configured into the environment as per documentation( "ORMB Reporting Installation Guide" ).
2. Press Display Bill button
3. PDF gets generated in the folder but does not show PDF in browser.
(The link opened is 'https://scrambled:8800/ouaf/billView/970953911456.pdf', with the "The server has encountered an problem. Please contact your system administrator" error message. )
