STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load the attached xmls through the DBRuntime to the Impact Analysis Database.
2. Rate each xml.
3. From the Impact Analysis Module, create a new scenario from the reporting tab.
4. Select each of the xmls, 1 for the Baseline & the other for the Comparison.
5. On the define report tab add a report & chart flag for “modified rate class” with a filter of where the diff is <> = 0
6. Save and run report to see if results come back.
