Symptoms

On : 2.6.0.1.0 version, ENV - Environment

ACTUAL BEHAVIOR
---------------
A service point has meter exchange during the billing window.
When the bill is created it includes customer charge for 2 meters.
The same data setup in CCB 2.4 version charging the customer for only 1 meter.

EXPECTED BEHAVIOR
-----------------------
The bill should charge the latest meter only if there are multiple meters.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Service point had a meter exchange during the billing window (on 9/1/2018)
2. Bill included customer charge for 2 meters
3. The same meter exchange was present in production
