Should Not Delete any Code Used on a Reference Sheet. (Doc ID 2512275.1)

Symptoms

On :  3.18.3.0.1 version, User Interface

When viewing a Reference Sheet where a code has been deleted that was used in a Reference Sheet, the system  will end with the follow error  "An unexpected error occurred, please contact System Administrator with the following number" The system should not allow a user to delete any code e.g Flex code, Procedure code, Diagnoses code or provider codes used on a Reference Sheet.

Expected behavior:  The system should tell the user that the code you can not delete a code as it is used on a reference sheet.

STEPS

The issue can be reproduced at will with the following steps:
1. Delete a code that is used on a reference sheet.
2. Try to view that reference sheet.
