Symptoms

On : 2.3.0.2.0 version, Service Alert / GenPublisher

A Real Momentary Outage (RMO) was generated but did not create a service alert

The NMS system recorded several momentary outages, but Service Alert did not send out any notifications for them.

It is expected that Service Alert should have sent out a notification for any configured outages.

There were no warnings or errors in the ServiceAlert log.

The genpublisher log had a number of these errors:
02/07/19 11:14:05: 0x7f2f2c891700,ctp=0x26d1648,"PublishEngine::do_publish" PublishEngine::do_publish: unknown transform "MomentaryUnplannedOutageEmail.xsl"
