MDM Connect/Disconnect State Change Notification validation error does not create To Do
MDM Connect/Disconnect State Change Notification Inbound Communication (D3-ConnectDisconStateChgNtf) does not create a To Do when BO enters the validation error state Algorithm D3-VSCC logs validation failure as 'F1SY', instead of F1EX, so no To Do is created.
EXPECTED BEHAVIOR

It is expected that the validation error would be logged as F1EX so a to do would be created
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up D3 meter
2. Initiate a Connect/Disconnect State Change Notification such that it will get a validation error
3. Notice from logs that validation error appears as F1SY instead of F1EX
