ACTUAL BEHAVIOR
---------------
During the daily load plan, HCD Incremental Views "HCD.V_ENC_PROC_FB_INCR (60 mins - 71993 rows), HCD.V_SUBST_ADMIN_FB_INCR (170 mins - 19339 rows) and HCD.V_ENC_DIAG_FB_INCR (50 mins - 45899 rows) take a very long time to run.
EXPECTED BEHAVIOR

Expected HCD Incremental Views to take 20 minutes each or less .
STEPS

The issue can be reproduced at will with the following steps:
1. Run HCD Incremental Views for a daily load.
2. HCD Incremental Views run for a very long time to complete.
