Alternative To SYSUSER To Make SOAP Calls (Doc ID 2513724.1)

Goal

An external applicaton has to make calls to Oracle Revenue Management and Billing (ORMB) using SOAP. As of now we use the user SYSUSER.

Going forward we do not want to give SYSUSER details instead we would like to create a USER like CUSTOM_SYSUSER to make the soap call.
How can we do that? Also how can we add responsibilities/role to the CUSTOM_SYSUSER ?
