Unable To Bring Up Managed Servers For Oracle Pedigree and Serialization Manager (OPSM)

The environment was just refreshed.
Symptoms
While trying to bring up the OPSM application. The Web Logic Admin Server (WLS Admin) is starting with no issue, but the managed servers
(soa_server1) and (pas_server1) are not starting and the log files show the following errors..
