ACTUAL BEHAVIOR

Resource Requirements not generating on manually entered planned orders in ASCP

When plan mode is ran in Constrained without Detailed scheduling, manually entered planned orders in ASCP do not generate resource requirements.
When plan is ran in Constrained with Detailed Scheduling, manually entered planned orders in ASCP generate resource requirements without issue.

EXPECTED BEHAVIOR

Resource constrained should be generated for plan with Constrained Without Detail Scheduling.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigation: Advanced Supply Chain Planner > Supply Chain Plan > Launch
