Corrected Rounded Tax Event Generated Doesnot Have Correct Glid (Doc ID 2513918.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Corrected rounded tax event generated does not have correct General Ledger Identity (GLID).

When Bill level adjustment is applied to a bill with items that are taxed at the time of billing, additional /event/billing/adjustment/tax_event is generated. But this event does not have correct GLID populated.
For other tax events created for this adjustment correct GLID was set.


EXPECTED BEHAVIOR

/event/billing/adjustment/tax_event created for correcting rounding issue should also be set with correct GLID.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an account
2. Apply one time charge of 4.84 $ and 345.16 $.
3. Configure billing time taxation with tax rate of 0.6%
4. Run billing for the account. Bill generated with 0.6%tax
5. Apply bill level adjustment of 371 $.

BUSINESS IMPACT

This issue is actually causing discrepancy in the revenue reported in GL reports and invoices generated.
